This proposal does not make sense because people need more money over time to survive and take care of their families. This would make having a family easier, financially, but less appealing just for the sake of money because they would not actually be receiving enough money to fully support their children on welfare. Therefore, it may also provide an incentive to enter the work force because; if they have children they will need to come up with additional funds on their own.
