This proposal does not make sense because people need more money over time to survive and take care of their families. This is true because the cost of living, especially in New York, raises not decreases over a five year period. Another important fact is that people may change jobs over the five year period and at some point need additional funds to support their family. Cutting the cash assistance, instead of keeping it equal, would not help a family in this position. This proposal could also deter a person from getting job training because if they were being trained and every year they received less money it would make it that much harder to support themselves while receiving their job training.

It is quite clear that if a family grows then they will need more money to get by. My recommendations for making the Governor's plan more effective would help the people on welfare support themselves, and make the transition from being on welfare to supporting themselves through attaining jobs. However, in Chapter the turtle shows the struggle of how cruel and heartless people can be; while some will avoid you, others will be out to get you, and always willing to step on the little guy to get just a little higher in the food chain.
